Subject	Car starts but dash lights stay on. Low voltage

Message	I've tried searching for a bit, but I can't seem to dig up any info on the topic. Anyway, here's the problem. If I haven't driven the car within a few hours, when I start it, all of the dash lights will stay on for a few minutes. During this time, the volt meter built into my turbo timer only reads approximately 11 volts. After a minute or two, the dash lights go off, the voltage jumps up to 14 and everything is normal. Any ideas? Thanks in advance!
